Gov. McMaster Names Acting Director of S.C. Department of Health and Human Services

Governor Henry McMaster today named Thomas Clark Phillip, Jr. as the acting director of the South Carolina Department of Health and Human Services (SCDHHS). Phillip has served as SCDHHS’ chief financial officer and deputy director for finance since joining the agency in October of 2019.

A graduate of Oklahoma State University and a Certified Public Accountant (CPA), Phillip has served as the chief financial steward of several public and private healthcare organizations. He has worked in healthcare finance for 35 years.

Current SCDHHS Director Joshua Baker announced his resignation – effective January 11th – on December 15, 2020.

According to his office, Governor McMaster “will work collaboratively with members of the General Assembly and state healthcare leaders throughout the state to determine necessary qualifications in the next permanent director of SCDHHS.”
