Charleston County residents are encouraged to provide feedback on the annual performance assessment of Urban and Entitlement grant funding from the U.S. Department of Housing and Urban Development (HUD). In its assessment, HUD determines whether the County’s administration of these funds complies with program statutes and regulations, and whether the County has the capacity to continue administration of programs that receive formula funding. HUD’s performance assessment can be found at https://www.charlestoncounty.org/departments/community-development/index.php.

The annual review assesses Charleston County’s administration of the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Emergency Solutions Grant (ESG), and CARES Act funding to include CDBG-CV and ESG-CV programs for the reporting period covering July 1, 2021 through June 30, 2022. In its evaluation, HUD examines the documents and reports submitted by Charleston County in its Consolidated Annual Performance and Evaluation Report (CAPER) to measure the effectiveness of its programs in meeting the goals established in the County’s 2021-2025 Consolidated Plan and 2022 Annual Action Plan.
